Qualifications

Summary: The HUD Housing Project Manager is pivotal in overseeing and managing all aspects of HUD-funded housing projects. This position strongly emphasizes government administration, and extensive knowledge of HUD regulations and procedures, from design construction, document preparation, construction administration, and project closeout. As the Project Manager, you will lead a multidisciplinary team and collaborate closely with government agencies, architects, contractors, and stakeholders to ensure successful project delivery within the guidelines set forth by HUD.

Key Responsibilities:

  1. Project Planning and Execution: Develop comprehensive project plans, including scope, schedule, and resource allocation, while adhering to HUD requirements. While leading the project team in executing the plan, ensuring compliance with architectural designs, construction standards, and HUD guidelines.
  2. Government Administration: Skillfully navigate the complex processes and requirements associated with government-funded housing projects. Prepare and submit all necessary reports, applications, and paperwork to relevant government agencies, including HUD. Maintain precise records of project activities, approvals, and correspondence with government entities.
  3. HUD Compliance: Maintain unwavering compliance with HUD regulations, guidelines, and procedures throughout the project lifecycle. Stay updated on evolving HUD policies and effectively communicate any changes or new requirements to the project team. Provide guidance and support to ensure seamless compliance with all HUD-related documentation, reporting, and administrative tasks.
  4. Architectural Process: Collaborate closely with architectural teams to develop and review construction documents, including drawings, specifications, and cost estimates. Ensure that architectural designs meticulously align with HUD standards and guidelines. Review and approve architectural plans and specifications for accuracy, quality, and compliance.
  5. Stakeholder Management: Act as the primary point of contact for government agencies, architects, contractors, and other project stakeholders. Facilitate effective communication and foster strong collaboration among all parties involved. Conduct regular meetings, site visits, and inspections to ensure alignment and promptly address any concerns or inquiries from stakeholders.
  6. Construction Administration: Oversee the construction administration process for HUD housing projects. Coordinate with architectural teams, contractors, subcontractors, and suppliers to ensure meticulous compliance with plans, specifications, and quality standards. Monitor construction progress, conduct thorough site visits, and proactively address any issues that may arise during the construction phase.
  7. Budget and Cost Control: Monitor project budgets and expenditures diligently to ensure strict compliance with HUD funding limitations and cost control measures. Review and approve payment applications, change orders, and invoices in full accordance with HUD regulations and project budgets. Identify and promptly address any budgetary concerns that may arise.
  8. Risk Management: Identify and assess potential risks and issues that may impact project delivery and compliance with HUD guidelines. Develop effective mitigation strategies and contingency plans to proactively address risks. Continuously monitor and manage project risks throughout the project lifecycle.
  9. Reporting and Documentation: Prepare and submit regular progress reports, status updates, and all required documentation to HUD and other government agencies. Provide accurate and timely project information to senior management, stakeholders, and funding entities. Maintained meticulous project records, including contracts, change orders, and correspondence.

Qualifications and Skills:

  • Bachelor’s degree in Architecture, Construction Management, Civil Engineering, or a related field.
  • Extensive project management experience with a proven track record in HUD-funded projects and government administration.
  • Deep knowledge of HUD regulations, guidelines, and housing construction and administration processes.
  • Comprehensive understanding of the architectural process, including design development, construction documents, and project specifications.
  • Strong experience in government administration, particularly in managing projects with heavy government oversight and compliance requirements.
  • Excellent leadership and team management skills, with the ability to motivate and inspire a multidisciplinary team.
  • Exceptional communication and interpersonal skills to effectively interact with stakeholders from diverse backgrounds.
  • Strong analytical and problem-solving abilities to assess project risks and develop appropriate mitigation strategies.
  • Proficiency in project management methodologies and tools, including scheduling, budgeting, and resource allocation.
  • Proficiency in relevant software tools and platforms, such as project management software, Revit, AutoCAD, and Microsoft Office Suite.
